I live out-of-state. Can I get a Carroll County Library card?

You may get an annual borrower's card for out-of-state residents.There is an annual charge of $25.00 for an out-of-state borrowing card. An exception is made for out-of-state employees of Carroll County Government, Carroll County Public Schools, Carroll Community College and McDaniel College. (Proper identification is required.)

To get a library card, you may visit the library branch in person or preregister onlinePre-registering will allow you to place requests through our catalog before visiting one of our locations to receive your library card. You can pick up your library card at the branch you specify in the form. You must provide the documents listed below to complete your registration.

Please bring the following documents to register:

State issued Driver's License or MVA ID with current name and address


Picture ID (such as passport, school, work, military ) plus one of the following with current name and address:

  • Voter registration card
  • Imprinted personal checks
  • Utility bill (no older than 3 months)
  • Settlement contract or lease (dated within last 3 months)
  • Automobile insurance card
  • Motor vehicle registration
  • Library-issued postcard (see branch for details)
